Toowoomba Concrete & Driveways was founded in 2006 by brothers Liam and Troy Hartley, two tradespeople who had spent over a decade working for larger concreting firms across southeast Queensland. What they noticed, time and again, was a gap between what local homeowners and business owners needed and what the industry was delivering: rushed jobs, inconsistent finishes, subcontractors who had never even visited the site, and companies that were impossible to reach once the invoice was paid.
Liam and Troy had grown up in Toowoomba. They went to school here, played footy here, and raised their families here. They understood the climate, the soil conditions across the Darling Downs, and more importantly, they understood what their neighbours deserved when they invested in a new driveway, shed slab, or outdoor entertaining area. In 2006, with a single truck, a few trusted crew members, and a reputation built entirely on word of mouth, they launched Toowoomba Concrete & Driveways.
Within three years, the business had grown to a team of eight and had completed projects across Toowoomba, Highfields, Gatton, Dalby, and Warwick. That growth was not the result of advertising. It came from customers who told their neighbours, their colleagues, and their family members about a concreting company that actually did what it said it would.

The decision to start Toowoomba Concrete & Driveways was not just a business opportunity. It was a response to a problem Liam and Troy had watched play out repeatedly across the industry.
Troy recalls visiting a family friend whose newly poured driveway had already begun to crack within eight months of installation. The company responsible was uncontactable. The concrete had been poorly mixed, the reinforcement had been skimped on, and there was no proper subbase preparation. The homeowner had no recourse and had to pay twice for a job that should have been done right the first time.
That moment reinforced something both brothers had long believed: quality concrete work is not complicated. It requires the right mix, proper ground preparation, correct reinforcement, adequate curing time, and experienced hands at every stage. What makes it rare is commitment.
